Quite a few years back, the late Pope John Paul II, celebrated his first mass in Bacolod at this exact spot were this tall structure is standing now. To remember his visit, the land owner decided to put up this viewing tower. What really caught my attention were the people up on the roof deck waving at passersby down at the street.
