Why?

I cycle this route every day and am puzzled by the motivation of people who dump rubbish like this? The same people who do this vandalise keep left signs, break bottles and spread the glass on the path, daub graffiti on walls and rip flowers out of the shrine for someone who was killed riding a stolen motorbike.
