Happy Valentine's Day, Officer

Whoops...this vendor is getting a talking-to from a Fairfax County police officer. I suspect it's because he doesn't have a license. This is about two blocks from my house, and it is NOT a place people are supposed to sell stuff. There are some vendors in local shopping centers - usually fireworks in July and pumpkins in October - but this guy just set up shop at a busy intersection. Quite a shop, too - he had very large signs up, there are stuffed animals for sale inside the van, etc. But it's all illegal, and Mr. Officer doesn't like it.
