when I`m cleaning windows

This is the side and rear of Leicester Town Hall. Oddly enough the windows on the upper floor have been bricked up. Thinking it was something dating back from Victorian times I decided to go and find out from somebody inside.
Turns out, the upper floor is Council Chambers and they had a modernisation a little while back. During this, the seating was reconfigured and it meant the windows had to be bricked up, the chap I asked didn`t know why and I`m at an utter loss to understand why also
