No idea what this monument is...

This monument is just down from St Andrews house on regents road in Edinburgh. Any ideas? Walk past it everyday and I've no idea what / who its for. Taken during the couple of nice minutes (weather wise) that we've had today. Torrential downpour as I walked to Waverley station tonight. So much for my wish for a good february. Already had more snow.
