This is a pictogram or pictograph. It is a sign which uses symbols instead of words and we are generally familiar with them around us all the time. The washing instructions on clothes, "no smoking" and fire exit signs, symbols on a computer keyboard, and so forth. This one is a road sign. It sits on the side of the A22 the road between East Grinstead and London and is one of a number following a similar design. It shows the distance from this sign to a particular site in London; St Mary le Bow, which is also known as Bow Bells. Hence the sign reads from the top as 29 (miles) and then a bow and then the bells.

Rubbish photo as I took it from the other side of the road and had to grab it between lorries and cars. I was on my way to work and didn't have much time so I'm afraid that you've got what you've got.
