Sculpture?

I'm not totally sure just what this is, it's decoration outside No4 Fire Station in Lubbock, on University Avenue, not far from the Texas Tech University Campus. It's got a mexican feel to it, looking at the tile work. Kinda pretty though, it sort of reminds me of a modern version of the Walter Scott Monument in Edinburgh.
