acting out in hanoi

Came across this weird scene today in the streets of Hanoi, Vietnam. A bluescreen was setup into a roundabout in the middle of traffic. Two actors were playing a scene over and over again with the camera crew filming the action. I don't get it. Why film it on the street if you are using a bluescreen? Why in the middle of traffic?
