Earthquake recovery?

Went to City Council meeting for central city businesses suffering from the aftermath of the September 4 earthquake. Enormous problem. Overall the insurance claims are the second biggest in the world this year.
So much paper on the topic of recovery!
Hiatus.
What is necessary is a way to speed up the grid lock between owners, business tennants, insurance companies, Earthquake Commission, City Council and Government.
