A site like this is not uncommon from where i come from. In Pakistan 60% of the population lives below the poverty line, electricity, gas, water which seem like amenities to us are a luxury for most people in my country. And for us fortunate richer class a situation called "Load Shedding" prevails which stops electric supply in our houses for up to eight hours a day especially in the brutal summers.
