It beeps whenever it moves at all (be it driving or the arm moving) and it is always moving, And it has spent the whole of the past 2 days right outside my flat and it is doing my head in!!! My room isn't particularly soundproof anyway and this would pierce through anything. I can't even work out what they are doing, nothing worth making that amount of noise for anyway, just looks like a couple of blokes playing around to me!
