Second winter of begging

is soon starting for the Romanians in Finland.
It has been a widespread discussion here, if begging on the streets should be forbidden, but nothing has been decided, so far.
But the real problem for EU is to help them in their own country, because Romania was accepted in 2007, and the problem existed already then.
I think it is a small problem (to be solved) for EU compared to the debts of the biggest members of EU.
