Street-whys?

Why is this street furniture to be found on the Paragon in Bath?

I pass it on many occasions when I walk into Bath along the Northern Route (and on many occasions when I retrace my steps in order to sojourn a while at THE STAR).

I have no idea of its purpose or import (I shall just have to add it to my list of low priority future projects).
