Is he part the "the big society"

I was snapping away in Glasgow today down at the Briggait and this chap came wandering along with his worldly goods. He asked me if I wanted to buy a fire extinguisher.
I said no thanks.
He was not spaced out on drugs or smelling of alcohol so I chatted to him for a while and said I would give him a couple of pounds for something to eat.
I then explained about blip but he did not understand but said yes OK take my photo.
To be fair to him he went straight to a burger bar and did not go for a drink.
But how many folks are in his position and how can we integrate them into society.
Aye Mr Cameron how do we do it????
