What is the Time?

This clock was actually correct when I passed it today. I needed to be in the office before 8am... and I was only about two hundred meters from the office when I passed this - so a quick blip and off again.

I was meant to head out to St Andrew Square today as I seen tents there... I forgot by lunchtime. Anyone know whats going on there?
