What to do when you get bored with your building?

This is the 'old' Birmingham Library. Famous for being described by Prince Charles as looking like a place where books were incinerated rather than read.

Now they are building a new Library (which is hideous in a more modern way) and I guess they just feel they can play with the old one.

These appeared and I've been meaning to blip them - now just to work out what the heck they are.
