Monster - HELP !

What the hell is happening to my cactus. When I bought it it had a nice red hat on. Now the hat has rotten off and all this weird stuff is growing out of it ????? It is so ugly but I like it.
Anyone who can help me with this.....??? Am I supposed to cut the new stuff off or just let it grow into uhhhhh something even weirder.......?
