Torture proves to be ineffective (again)

I blipped one of these poor creatures almost two months ago and as I was walking past them today I realised that they had scarcely put on any more leaf - in fact those at one end of the planter seemed to have shrivelled up completely, poor things.

There was a logo on the planter - the culprits would appear to be something called NE1, whose brief includes beautifying the centre of Newcastle. If I hadn't seen it, I wouldn't have believed it.
