Mystery Booklet

I found this booklet on the street outside my flat. I can't work out what it is...I think it might be some sort of complex raffle ticket affair but whatever it is, I was intrigued to see how it had obviously sat around since 1980 and only now been thrown out. Interesting to think how much Spain has changed since it was produced.
