A UK passport used to say on the inside page
"Her Britannic Majesty's Secretatry of State requests and requires in the name of Her Majesty all those it may concern to allow the bearer to pass freely without let or hindrance and to afford the bearer such assistance and protection as may be necessary."

I think the EU version is "If it's OK with you and it doesn't cause offence would it be possible to visit your country and if that's difficult then no problem we will go back home again, sorry".
