Pre - which war?

I went up to the Upper West Side today. I needed to drop off the keys at Ed&Karens and had a beer and a chat on the couch. When I walked back to the underground I passed this building, which I've passed a couple of times before.
I was ment to take a picture of this '21st Century Pre-war' building a couple of times but never did. Strange text.
