This is 'Norgate' on Livingston East Roundabout, sculpted of stone and copper by David Wilson in 1996. In that year Livingston was due to lose its New Town status and, prior to winding-up the Development Corporation, the town undertook the Landmark Project, a programme of Public Art Works. Situated on one of the four roundabouts positioned on the main approaches into Livingston, I pass this every day going to and from work but don't quite go round it, if you know what I mean...
