This is Phytoplankton. Or lime cordial if you're a kid.

Either way it's part of an experiment by the lovely D, who we visited down in Dunedin rather than work on the house over Easter.

She brews up this stuff in the basement then feeds it to some shellfish then measures some isotope or other.
