TRICYCLE IN THE CITY

Found this little tricycle near Central Station in Amsterdam.
No bike of a Mum or Dad nearby, only this one!

Was thinking about this little fellow; how old can he be?
2 or 3 years? Look at the cycle-lock!!

What is he doing in that BIG CITY??
