Who Is This Old Man?

Ever since I have been visiting krakow this 'Old Man' has been seated at the same table and in the same location for years,! he always has a flower or two on his table and sometimes even a beer,the amazing thing is nobody destroys it or defaces it,and the flowers are fresh every day
