Area of outstanding neglect

I wish I could claim this epithet as my own, but this was on a sign nearby. In Bristol, which obviously has a sense of humour about itself. Which is just as well. It was an interesting place, but so dirty and so much of the aforementioned neglect. Makes Birmingham look really spick and span in comparison.
