Pure White - Well almost.

My next door neighbour has this large shrub almost a tree with the branches beginning at ground level. The flowers are on the lower branches and are almost pure white except for the centre part. Some years they are almost as large as a dinner plate when fully opened.
No idea of its name and little likely hood that my neighbour would know.
