This statue of a baby, carried on an adult's shoulders, is in Cwmbran's waterless Water Garden; the gardens were created in the early 70's, but an officious local authority decided in 1990 to turn off the water! It is as if Cwmbran's turned its back on an interesting part of an otherwise featureless shopping centre.
