Derelict Thursday: Surrounded

I don't know any of the history of this office tower, but it stands near Reading station in an area that is slowly being redeveloped as the new station takes shape.
It's surrounded by a parade of shut down shops and restaurants; the bus station, which I thought had closed down but still functions at least as a set of bus stops; the sad remains of the friar's Walk shopping centre; and a multi-storey car park that is still in use for the moment.
If you look closely, you can see that "seeing how high up we can throw things to break windows" appears to have become a competitive sport (and some of the heights reached are quite impressive!). And before they gave up boarding up the smashed panes, you can see they've created a checkerboard pattern on what I assume is a smoked-glass stairwell that looks at first glance to be part of the design!
