Locked out? or in?

Again, on my way to bart...

I noticed: many locks on this street... some have seen some age... but it got me thinking.
Wasn't a law passed after a locked barred window kept people from getting out of their house during a fire?

Obviously the people on this street, didn't get the memo. I counted at least 10 locks on window bars, gates, and garage doors.

This one had a good rusty patina and gorgeous blue background, so it made the cut.
