Nasty neighbors strike again

This time they "fixed" a plumbing problem by venting a sewer pipe to the front lawn which is running liquid out on the lawn and across the side walk where school children
walk through on their way to school. Today is a "holiday" & city offices are closed.
Tomorrow I am going to try again & contact to Correct City official. So far I have just gotten taped messages or the run around
