Elfin Safety run amuck?

THIS is a concept which has perpetually puzzled me.
On the one "hand" we have a sink designated "Utensil washing only".
On the other we see a smaller, separate, sink designated "Hand washing only......"
HOW, pray tell, does one wash one's utensils without placing ones hands into that sink? Likewise there is no easy way I can see to wash any utensil much bigger than a spoon in the one intended for hands only.
