I think this was a Transition Roundabout, which is intended to wean tinies off nice safe going around and around and onto the big bold macho Buckin' Bronco! Either that, or they haven't pumped the tyres up. It is in the shopping mall at Cwmbrân, and there seemed to be a total dearth of little tots wanting to ride on it.
