Mirror signal manouver

The pic is one of my mirrors which are obviously used correctly at all times like all white van drivers do.
However I have been wondering why they fit these to HGV's.Why fit an accessory that is never used.Think how much more the cabs would be streamlined if they just removed them and the fuel they would save.
Wagons just seem to indicate (this is optional) and start to move into the middle lane regardless of the fact that you are approaching them at seventy or are half way past them with no room to move into the outside lane.Twice today I have had to use the horn to let them know to get back into the inside lane and not run me off the road.It is obvious that the introduction of the CPC is having no effect on raising standards perhaps eye tests would improve safety more.
