Law Courts of Brussels

Lucky this time to have a hotel room on the 14th floor with a splendid view over parts of Brussels. One of the city landmarks is the law courts. According to Wikipedia larger than St. Peter's Basilica in Rome and the largest building constructed in the 19th century. Totally different question is why such a large law court is needed?
