Sculpture?

This strange sculpture stands at the Northern end of the promenade here in Morecambe, it's composed of thousands of tiny coloured mosaics. The significance is related to a tribute, memorial, call it what you will, for all the poor souls lost at sea. Quite how it relates to that in the bright garish colours he chose to work with, perhaps only the artist will know? Call me cynical perhaps but I simply don't see it!
