Health and Safety - what's that?

These are the instructions from another find in my clearance. It leaves me with 2 puzzles - 1) As my mother only ever left the UK Mainland once - to go to the Isle of Wight on honeymoon, she was not a traveller, so why did she feel the need to have this, and 2) How was this ever passed as fit for use, even in less H&S conscious times.

The instructions include how to use the various adaptors so that you can plug the iron into either screw or bayonet fitting light fittings!, and for an all metal product the total lack of any earthing is a bit of an issue - only 2 pin plugs everywhere.

Maybe I won't plug it in to see if it still works.
