Confusion

I had thought that the practice of stubble burning had been banned in 1993 but as this field is close to the village I am confused as to whether or not this was legal burning or not. Bearing in mind the long spell of hot dry weather I would be loath to set fire to anything outside.
Any clarification would be of interest - or perhaps I am just out of date generally!
