Day 34: Weird Statue

So I walk past this statue almost every day, and I have so many questions.

What are they reading? Why are they standing so close? They're child-height, but have kinda old faces. And it's in a small grassy area in front of a building I don't know the purpose of, but it seems to make no sense being there. MADNESS.
