Connection problems

I wanted to show the web site I've set up, but have been unable to persuade the Windows 8.1 laptop to connect to the internet in the pavilion in the park. It refuses to connect to the internet - it accesses the network, but reports no internet access. I've tired with an iPad, iPhone and a Windows 7 machine, and they all work. VERY frustrating!
