Japanese Knotweed

The car park next to us and the bank above the storm drain is a mass of it, keeps the Kids away from our fence etc. Now the council have cut it down, the man from the Parks dept informed me that if you cut it down now, it will die off and not come back next year. I think he is misinformed, it has been cut 2 days and the stumps are sprouting leaves now!
