A fairy tale court?

I was in Birmingham today. It is full of architectural monstrosities. (Some of them are downright scary.) And then I saw this. It is the Magistrates' Court, and so one might have expected it to be a bit forbidding. In fact, it looks more like it should be in Disneyland.
