Sign of the Mermaid

I love old books because they're just such treasures. found this pasted inside the cover of a 1929 copy of Flora Annie Steel's autobiography The Garden of Fidelity, and I was immediately intrigued. It doesn't appear to have anything to do with the publisher or book. I wonder what it means?
