Ear plug at the hotel?

I am staying the hotel for the conference of the customer. I found the ear plugs in the room as soon as I checked in the room and I was wondering why. The information shows that some crazy group make noise that was why. I guess they should control their guerst more so that their ordinal guest do not have to wear the ear plugs.
