Yet Another Power Cut

As the weather gets hotter, the power cuts increase in frequency. The local authorities want to manage the capacity, so the cuts are actually planned to hit the areas more likely to have back-up generators, so that the poorer areas keep their power on. We don't have a back-up generator yet... getting to the point where the cost is going to be justified.
