breaking out

don't know what these plants are called...they are in a neighbours garden...but the spindly stems are a about 2 ft tall and then the top of them have what have looked like swelling papery pea pods at the top fro the lasr few weeks. In the torrential rain yesterday I noticed that the pods were bursting open and then insides each one is between 8-10 very fine dangly longish min stems with a miniature tulip shaped flower at the end of each....they are really unusual.. I will must ask her what they are called, unless any of you horticulturally more knowledgable blippers can identify it from my expert description !!!!
