Non comprendo

I have lived in several cities where I have seen this practice. Tied shoes thrown over power lines. But I have never understood. Is it the ultimate prank played by siblings? "Now you really cannot get your sneakers" or perhaps "these shoes are worn out - May as well toss them onto the power line". Anyone that can fill me in?
