The Changing Face of the High Street - 7

Not sure whether this should be included in my High Street series simce (a) it isn't actually High Street, (b) it isn't retail and (c) it hadn't actually changed -yet.

It is of course the Perth City Halls about which rages much controversy. The Council wants it down. Others want it re-purposed. Meanwhile it sits empty. The debate has now been going on for about 10 years. Who knows when it will end?
