Strange

On my way to work today I came across this strange line of cars that blocked my way. I had to sit in it for a good ten minutes before I was released and back on my journey. I never ever come across this sort of strangeness on my daily commute so if anyone can tell me what it is called then it would be much appreciated.

I hope it is not there tomorrow otherwise I may have to take a flask of coffee with me.
