What am I?

My classmate Mike made this item from ONLY looking at a picture.
This item just came out of the Bisque firing. He says it will get a light glazing over the engraved lines at top so that they stay rough, and the bottom half will get a proper glaze coat.

I had never seen one of these before, which is why I blipped it.
How many of you KNOW what it does?
